Primary Function

Responsible for the operation, maintenance, interrogation and configuration of the various SCADA Monitoring Systems throughout Halifax Water.  Install, maintain and calibrate instrumentation, radio communication equipment, master meters, booster stations, generators and other associated electronic controls in the system.  Perform maintenance to water boosting and fire pumping equipment. Support Wastewater staff in the operation of various pumping and treatment systems.

 

Duties & Responsibilities
  • Review the SCADA monitoring system for alarm conditions, operational status, and communication problems.  Log and recommend priority response for necessary repairs.
  • Review, record and document daily consumption, flow patterns, pressures and other system information displayed on the SCADA monitoring system or accessed directly from field equipment.
  • Organize, design and configure graphic displays and information on various SCADA software systems.
  • Responsible to implement  alarm set points, system operating parameters, levels, flow rates and automatic controls in the utility that are computer operated and monitored through the SCADA system.
  • Responsible to test, maintain, repair, control and prepare documentation for booster pumping equipment, electric generators, fire pumps and control equipment for the operation of the water system.
  • Review water consumption patterns in the utility and identify significant water losses and pressure control problems that require operations staff action.
  • Responsible to undertake and/or advise operations staff of work to adjust pressure reducing valves, controls, pumps and other associated tools and equipment.
  • Assist the engineering department in the review of designs for SCADA and pumping installations.
  • Respond to emergency calls for the various SCADA Systems and associated equipment throughout Halifax Water, as assigned by the Technical Supervisor.
  • Assist Wastewater staff (treatment plant and collection) and Water staff (treatment plant and distribution) in the installation, calibration and maintenance of instrumentation and equipment.
  • Responsible to test, configure and install new facilities to be monitored on the SCADA System.
  • Responsible to conduct weekly backup of SCADA monitoring system, log all operational information and long term data monitored through the SCADA system.
  • Select, install, calibrate, monitor and ensure the accuracy of master flow meters throughout Halifax Water.
  • Undertake evaluation and repairs to Halifax Water’s various electronic and radio telemetry equipment, wiring, circuits and other hardware used in the pumping, monitoring and communications systems.
  • Perform other related duties as may be assigned.

 

Reporting Relationships

Reports to:        Technical Supervisor

Supervises:       Provides functional supervision to assigned staff.

 

Minimum Qualifications

Education and Experience

Education:        

  • Grade 12, plus additional Electrical/Electronic Engineering Technologist or equivalent technical certificate from a recognized educational institution. (The opportunity exists to progress to a higher salary level based on completion of specified criteria.)

Experience:             

  • Minimum 5 years related experience including PLC programming and networking, systems integration, and HMI (Human Machine Interface) applications.  

 

Other Requirements
  • Must have or obtain a Water Distribution Operator Certificate - Level 2.
  • Confined Space Entry Certificate
  • Valid NS Class 5 Drivers License
  • Must have specialized training in PLC programming, SCADA and HMI.

This is a CUPE Local 227 bargaining unit position

Hours of Work:    

  • As per CUPE Local 227 Collective Agreement

Knowledge, Skills and Abilities
  • Knowledge and skill ability to install, repair and troubleshoot radio communication equipment.
  • Capable of operating, configuring, interrogating and troubleshooting SCADA software systems.
  • Must have strong computer skills, operating knowledge of data management, data bases, PLC programming, and instrumentation maintenance.
  • Must be medically fit to perform the job duties and willing to undergo a medical examination by a Commission doctor.
