Primary Function

The Engineering Technologist (Planning), reporting to the Approvals Coordinator, is responsible for reviewing applications relating to the connection to, or extension of, the water, wastewater and stormwater systems.

Duties & Responsibilities
  • Review applications, drawings, specifications, and other material submitted in support of connection to, or extension of, the water, wastewater or stormwater systems for compliance with the Halifax Water Design and Construction Specification and other related documents.
  • Prepare letters of approval, for signature by the Engineer, for connections to, or extension of the water, wastewater or stormwater systems.
  • Prepare Halifax Water Services Agreements for the extension of water, wastewater and stormwater systems.
  • Reviews submissions from other utilities for acceptable separations from Halifax Water infrastructure and prepare clearance letters for signature by the Engineer.
  • Prepare notifications of water, wastewater and stormwater system for internal departments, including with Customer Care and Operations.
  • Assist in the development and maintenance of water and wastewater systems master plans.
  • Assist in the development and operation of a computerized hydraulic network model of the regional water system and capacity analysis model for the regional wastewater system.
  • Liaise with customers, developers, consultants, contractors, Halifax Water staff and other outside agencies.
  • Review domestic and sprinkler services and Backflow Prevention (BFP) device application forms and associated drawings.
  • Prepare letters of approval, for signature by the Engineer, for domestic and sprinkler services and Backflow Prevention (BFP) devices.
  • Inspect domestic and sprinkler piping up to and including the BFP device.
  • Prepare capital work order close outs for the Engineer’s approval.
  • Perform duties in support of construction activities including inspection, record collection utilizing Total Station survey equipment, field tests, quantity calculations, post processing of collected data, and related activities.
  • Perform such other related duties as may be assigned.

Minimum Qualifications

Education and Experience

Education: 

  • Post-Secondary diploma in Civil Engineering Technology, or equivalent engineering courses.

Experience: 

  • Level I: Up to five years of related experience, working in a municipal engineering environment in construction inspection and/or related engineering department activities.
  • Level II: Minimum of five years of related experience, working in a municipal engineering environment in construction inspection and/or related engineering department activities.

Certificates/Licenses/Registrations:

  • Registered member, or eligible for membership, as a Certified Engineering Technologist (C.E.T.) with TechNova.
  • Must be willing to undertake and maintain training in First Aid, Confined Space Entry, Fall Protection, Electrical Awareness, WHMIS, ICS 100.
  • Valid Nova Scotia Driver’s License.

Knowledge, Skills and Abilities
  • Computer knowledge and proficiency in software utilized in engineering applications.
  • Knowledge of specifications, codes, legislations, rules and regulations relating to municipal water, wastewater and stormwater systems.
  • Knowledge of CCC principles, standards, regulations, approved devices and testing procedures.
  • Surveying knowledge and capability utilizing survey equipment.
  • Demonstrated ability to communicate effectively, both orally and written.
  • Demonstrated organization skills and record keeping abilities.
  • Excellent customer service skills and the ability to establish and maintain effective working relationships.
  • Demonstrated ability to work independently and as part of a team under minimal supervision.
