Primary Function

As a core member of the Capital Project Delivery Team, perform technical duties relating to inspection and construction management of water, wastewater, and stormwater infrastructure expansion, renewal, rehabilitation and maintenance.

Duties & Responsibilities
  • Inspect installation of water, wastewater and stormwater systems that are installed under the utility’s infrastructure capital program to ensure compliance with design and project specification requirements of Halifax Water.
  • Perform construction management duties relating to utility capital projects including initial dispute resolution, document clarification / interpretation and safety and environmental reviews.
  • Responsible for the collection and processing of record field data utilizing Global Positioning Systems (GPS) and Total Station survey equipment for utility infrastructure projects.
  • Check and verify monthly progress estimates from contractors for capital projects.
  • Co-ordinate final inspection and warranty inspections of water, wastewater and stormwater systems with Halifax Water Operational staff and contractors / consultants. 
  • Co-ordinate and undertake pressure testing and bacteriological testing of water systems relating to utility capital projects.
  • Liaise with developers, consultants, contractors, Halifax Water staff, general public and other outside agencies.
  • Collect background data for upcoming infrastructure capital projects by surveying existing utility infrastructure and topographic information for design preparation.
  • Review acceptance packages for adherence to the Halifax Water Design Specifications required for new water, wastewater and stormwater systems including, testing, certifications, record drawings, inspection reports and service connections.
  • Prepare cost estimates and preliminary design sketches required for proposed capital projects.
  • Perform research, data collection, analysis and document preparation for technical reports and studies relating to engineering projects / topics.
  • Perform other related duties as may be assigned.

Reports to:    Design and Construction Project Manager

Minimum Qualifications

Education and Experience

Education:    

  • Post-secondary diploma in Civil Engineering Technology with Civil Engineering Technologist designation, or equivalent related engineering and surveying courses.

Experience:    

  • Minimum five years’ experience in construction inspection and supervision of civil engineering projects.
Other Requirements
  • Must be a registered member or eligible for membership in TechNova as Certified Engineering Technologist (C.E.T.).
  • Must have a valid Nova Scotia Driver’s License.
  • Must be willing to undertake and maintain the following safety training:
    • First Aid
    • Globally Harmonized System (GHS) (formerly WHMIS)
    • Additional safety training as identified based on legislative and operational requirements.
Knowledge, Skills and Abilities
  • Thorough knowledge of Halifax Water’s Rules and Regulations, Design Specifications and Supplementary Standard Specifications documents.
  • Thorough knowledge of Provincial and Municipal acts, by-laws, and legislation relating to the installation of water, wastewater and stormwater systems.
  • Thorough knowledge of national, provincial and municipal standards, specifications, policies and guidelines relating to the installation of water, wastewater and stormwater systems.
  • Demonstrated ability to interpret infrastructure design drawings as it relates to water, wastewater and stormwater systems.
  • Computer knowledge and proficiency in software utilized in engineering applications.
  • Demonstrated ability to manage change.
  • Demonstrated ability to communicate effectively, both orally and in writing.
  • Demonstrated organizational skills.
  • Demonstrated ability to prioritize tasks and work independently or as a team with minimal supervision.
  • Excellent customer service skills and the ability to establish and maintain effective working relationships.
