Primary Function

The Infrastructure Engineer is a key team member in the management of Halifax Water’s water, wastewater and stormwater infrastructure. They provide technical expertise related to long term master planning, hydraulic modelling, and corporate flow monitoring. They also maintain, analyze, and report on data critical to the delivery of Halifax Water’s Infrastructure Planning program.

The Infrastructure Engineer provides the technical experience and critical thinking ability required to identify and compile data from varied sources, perform analysis and present the results to various stakeholders. They support the coordination and prioritization of capital and operational improvements to address Halifax Water’s requirements through the Asset Management Program.

You will be responsible for your personal safety and that of your co-workers by observing all Occupational Health and Safety Rules and Regulations and Halifax Water’s Occupational Health and Safety Program Manual.

Duties & Responsibilities
  • Participate in Long Term Planning projects (Infrastructure Master Plans, Integrated Resource Plans, etc.).
  • Manage Corporate Flow Monitoring Contract (liaise between Contractor and Halifax Water).
  • Participate in building and calibration of corporate water/wastewater models.
  • Provide engineering advice relating to first principles of fluid dynamics, general hydraulic modelling theory, and operation of the corporate hydraulic models to other Engineering and Information Services sections, Halifax Water departments, and other external stakeholders as directed by the Infrastructure Program Manager.
  • Lead periodic hydraulic investigations and studies, as assigned by the Infrastructure Program Manager. Including, investigations and studies of baseline and growth scenarios of the corporate models to identify system constrains and needed improvements or stormwater investigations where no corporate model exists, or other hydraulic studies requiring use of modelling tools other than the corporate models.
  • Manage process and system to track population growth in HRM.
  • Develop and prepare tools and material to share results from modelling and flow monitoring programs.
  • Assist with the development and management of databases for the collection and analysis of Halifax Water Asset Management and Long Term Planning initiatives.
  • Conduct QA/QC procedures related to flow monitoring and hydraulic models.
  • Provide project management and QA/QC for modelling assignments conducted by external consultants including procurement, contract administration, technical input, quality control, reporting, and project close-out.
  • Compile data and statistics to incorporate into documents, reports and presentations.
  • Develop and manage scripts and programs to analyses and manipulate data related to the Asset Management and Long Term Planning programs.
  • Liaise with the public, elected officials, community interest groups, regulators, government representatives, developers, consultants, lawyers, insurers and other stakeholders.
  • Perform other duties as may be assigned.
Reporting Relationships

Reports to: Manager, Asset Management and Capital Planning

Supervises: Engineering Technologists and Technicians, as assigned from time to time

Minimum Qualifications

Education and Experience

Education:

  • Post-Secondary degree in Water Resources, Civil or Municipal Engineering

Experience:

  • Minimum five (5) years of progressively responsible and related experience (including direct supervisory experience or experience directing a team of technical and professional personnel) with an emphasis on hydraulic/hydrologic modelling, comprehensive master planning, and asset management.
Other Requirements

Certificates / Licenses / Registrations:

  • Registered as a Professional Engineer with Engineers Nova Scotia.
  • Must have a valid NS driver’s license.
  • Must be willing to undertake and maintain the following safety training:
    • First Aid
    • WHMIS
    • Additional safety training as identified based on legislative and operational requirements
Knowledge, Skills and Abilities
  • Knowledge of Provincial Acts, HRWC Regulations, Municipal By-Laws and Policies.
  • Knowledge of hydraulic modelling requirements, tools, methods and calibration techniques.
  • Knowledge of flow monitoring methodology, practices, and data analysis techniques.
  • Ability to program using Microsoft VBA language within Access and/or Excel.
  • Ability to program and script using the Python or equivalent language.
  • Ability to conduct spatial analysis and generating map products using GIS applications.
  • Knowledge of engineering principles, policies, regulations and practices relating to municipal infrastructure.
  • Knowledge of national, provincial and municipal engineering procedures, standards, specifications and guidelines.
  • Ability to identify and develop engineering solutions to municipal infrastructure problems.
  • Strong leadership, motivational and interpersonal skills.
  • High level of initiative, and ability to achieve results through effective interaction with other staff.
  • Ability to adapt to change in the work environment.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to work closely and effectively with a broad range of stakeholders, including the public, elected officials, community interest groups, regulators, government representatives, developers, consultants, lawyers and insurers.
  • Consultative and negotiation skills.
  • Strong skills in municipal engineering computer applications.

Salary Band ENG 2 ($91,784 - $114,730)
