Primary Function

The IRP Engineer is an integral team member working under the direction of the Manager, Regional Infrastructure Planning to provide project management support for Integrated Resource Plan (IRP) updates, the Growth Servicing Strategy (GSS), and associated studies and investigations that arise from the IRP or GSS.  The IRP Engineer will coordinate data information requests, coordinate meeting and workshop calendar management and bookings, attend meetings and record key decisions and actions, and generally provide project management support for the successful delivery of master planning activities.

Duties & Responsibilities
  • Work directly on the Integrated Resource Plan and Growth Servicing Study projects providing assistant project management support (including managing project scope, schedule, budget, quality, risk, and reporting) and coordinating and prioritizing tasks to meet project objectives.
  • Review HALIFAX growth projection data related to infrastructure planning projects and conduct spatial analysis necessary to determine impacts on Halifax Water infrastructure.
  • Coordinate investigations and studies arising from the IRP or GSS including acting as project manager as assigned. 
  • Apply water, wastewater, and stormwater experience and with the support of the Manager, Regional Infrastructure Planning, use engineering judgement to guide project decisions.
  • Liaise with a range of internal and external stakeholders and engage cross-departmental project teams in the delivery of regional infrastructure planning projects, including outreach, developing materials for meetings or workshops, and documenting outcomes.
  • Help with resolving ongoing data gaps and accessibility to information necessary to support regional infrastructure planning. 
  • Provide input and document changes to the benefit to existing methodology for cost apportionment of new infrastructure (benefit to existing customer base versus new growth).
  • Record and maintain a decision document or library of key decisions made during the long-term planning process.
  • Assume responsibility for tracking and reporting on IRP and GSS recommendations implementation.
  • Assist with identifying projects from the IRP, GSS, and associated studies for inclusion in the annual capital budget including provision of project intake information needed to support candidate projects.
  • Create and update content for regional infrastructure planning initiatives for inclusion in the asset management team intranet site or specific project sites as needed.
  • Work with consulting and contractor partners.
  • Perform other related duties as assigned.

Minimum Qualifications

Education and Experience

Education:

  • Post-secondary degree in Engineering (civil, municipal, environmental, or equivalent) with Professional Engineer (P. Eng.) designation.

Experience:

  • Minimum five (5) years’ progressively responsible related engineering experience with a focus on municipal engineering, long-term infrastructure planning, or asset management, and experience participating in or coordinating multi-disciplined teams.
Other Requirements
  • Must be eligible for membership with Engineers Nova Scotia as a Professional Engineer (P. Eng.)
  • Must be willing to undertake and maintain the following safety training:
    • First Aid
    • Globally Harmonized System (GHS) (Formerly WHMIS)
    • Additional safety training as identified based on legislative and operational requirements
       
Knowledge, Skills and Abilities
  • Knowledge of Provincial Acts, Water Utility Regulations, By-laws, and Policies.
  • Knowledge of engineering principles and practices relating to municipal water, wastewater, and stormwater system infrastructure.
  • Knowledge of national, provincial, and municipal engineering procedures, standards, specifications, and guidelines.
  • Demonstrated experience working on strategic programs.
  • Experience working on infrastructure planning, municipal engineering, and asset management programs and activities.
  • High level of initiative and ability to work independently.
  • Ability to establish and maintain positive working relationships and achieve results through effective interaction with other staff.
  • Leadership, motivational, consultative, and interpersonal skills.
  • Ability to communicate effectively, both verbally and in writing.
  • Ability to navigate change.
  • Ability to work closely and effectively with a broad range of stakeholders.
  • Familiarity with engineering software including hydraulic modelling and ArcGIS.

 

Salary Band ENG 2 ($91,784 to $114,730)
