Primary Function

The Manager, Facilities, Fleet & Logistics, reporting to the Director of Corporate Services is responsible to co-ordinate the supply and management of Facilities, Fleet and Logistics Services to all Halifax Water Departments. Establish and maintain service delivery standards for facilities services, fleet utilization, maintenance and service. Support and champion combined logistics, shared services and contracted facilities and maintenance services across all Halifax Water departments to improve operational and organizational efficiencies.

Duties & Responsibilities
  • Under the general direction of the Director of Corporate Services, directs and supervises Supervisors, other staff and contractors in the day-to-day operation of the group ensuring the efficient and economical facilities, fleet and logistics operations.
  • Develop business plan and operating budget for Facilities, Fleet & Logistics that supports internal customer needs and implements Halifax Water business plans and objectives.
  • Participates in a variety of management activities including hiring, performance management, attendance management, discipline, and labour relations matters such as collective agreement interpretation and proposal development.
  • Develop and implement annual fleet capital replacement program for Halifax Water vehicles and equipment to support utility operations.
  • Develop and implement facilities (buildings) computerized asset maintenance plan for Cowie Hill Campus and Burnside Operations Centre buildings.
  • Development and implement resource management plans and business controls systems for Halifax Water vehicles, equipment, small tools and small equipment to facilitate asset management and the efficient use and sharing of assets and tools across the organization.
  • Implements and oversees fleet vehicle and equipment staff training & education plans to ensure Halifax Water’s fleet operations meet all applicable municipal, provincial and federal regulations.
  • Represents operations on various Committees (Occupational Health and Safety, Labour Management etc.)
  • Develops standardized specifications for shared service, supply and maintenance contracts that support Halifax Water business operations. Some shared services and supplies include buildings and property maintenance, emergency 2-way radio communications, traffic signage, lift equipment maintenance, PPE, sundries, consumables etc.
  • Initiates or recommends to the Director special projects which improve the performance, efficiency and effectiveness of the Operations Department.
  • Implements and promotes the Occupational Health and Safety program compatible with industry standards, promotes health and wellness, and administers safety programs. 
  • Participates on the Halifax Water ICS Emergency Management Team as Logistics Manager to support the utilities emergency response to special weather events, natural disasters and major infrastructure failures.
  • Participates on the Halifax Water Burnside Operations Centre Project Management Team as part of the Steering Committee and as a SME for Facilities, Fleet and Logistics.
  • Prepare reports and make recommendations to Halifax Water senior management relating to strategic management of facilities and fleet operations.  Supports facilities and fleet services special project initiatives to support business operations and continuous improvements.
  • Leads Facilitates and Fleet Services teams to deliver exceptional service levels to internal business customers in a timely cost-effective manner.
  • Develop and maintain effective business relationships with internal customers and stakeholders as well as external agencies and vendors. 
  • Other duties as assigned.

                         Supervisor, Fleet Maintenance 
 

Minimum Qualifications

Education and Experience

Education:

  • Bachelor’s Degree in Business or Commerce or other related discipline.
  • Other equivalent combinations of related education, training and experience may be considered.

Experience:

  • Minimum five (5) years of progressively responsible business management experience in a utility, municipal or related services field.
  • Three to five years direct management experience in facilities, fleet maintenance, procurement, inventory or logistics in a utility, municipal or related services field.
     
Other Requirements

 

  • Must possess a valid Nova Scotia Driver’s License.
  • ICS Level 300
  • ICS Logistics Manager
     
Knowledge, Skills and Abilities
  • Strong motivational, leadership and interpersonal skills.

  • Sound business knowledge of budgeting, planning, procurement and other general business processes. 
  • Knowledge and understanding of Fleet and Facilities management practices and regulations such as NSC (National Safety Code) and BOMA (Building owners and Managers Association) etc.
  • Good computer skills and working knowledge of related software including MS Outlook, Word, Excel, MS Project, City Works, etc.
  • Thorough knowledge of Halifax Water’s Emergency Response Plan and ICS Planning Structure.
  • Knowledge of pertinent Halifax Water collective agreements.
  • Demonstrated ability to work closely and effectively with a broad range of stake holders.
