The Operational Technology (OT) Analyst serves as the system administrator for assigned applications. Key responsibilities include: installation and configuration of hardware, software, interfaces, and user tools; system monitoring and maintenance; security management; data management; integrity monitoring; system troubleshooting; system documentation development; user support; and application training. OT systems including, but not limited to; time-series historian, alarm notification software, human machine interfaces (HMI), real-time data visualization software, OT remote access applications, OT network intrusion detection system, and OT enterprise architecture.
- Participate in the development and implementation of long-term OT system road map projects through collaboration with various departments to identify operational requirements and improvements.
- Take a leading role in the development, review, and enhancements of governance, policies, procedures, workflows and training materials, pertaining to OT systems.
- Configure applications and devices based on cyber security best practices and ensure Halifax Water policies are being followed to protect all data and OT systems.
- Application and system account management within the OT environment.
- Responsible for maintaining, testing and verifying the integrity of processes in support of disaster recovery and incident response pertaining to assigned OT systems.
- Provide end user training on Halifax Water OT systems to staff. Provide advanced training on application configuration to Technical Services team members.
- Stay informed on industry knowledge, best practices, and OT application administration.
- Document application configuration and architecture, documenting both hardware and software dependencies and integrations.
- Collaborate with the Enterprise Architects and Cyber Analyst (OT) to develop and maintain the enterprise architecture and OT system architectures.
- Plan, test and control the release of new features for OT systems.
- Track all change requests for the assigned applications and maintain release notes for each application update.
- Resolve work requests in adherence to established response times and provide status updates.
- Provide recommendations to management as a subject matter expert.
- Create/update sites, lists, libraries, templates, themes, site definitions, etc., within OT application environments.
- Coordinate and communicate with third party vendors to address issues and provide enhancements across multiple applications.

Minimum Qualifications
- Education:
- Grade 12, plus additional Electrical/Electronic Engineering Technologist or Post-secondary in Business or Computer Science or related field, professional training in Information Technology, or a suitable equivalent combination of formal education and experience.
- Experience:

- 5 years progressive experience related to OT application administration. Related equivalent experience may be considered.
- Candidates must have advanced analytical and system diagnostic experience.
- Experience working in a process control environment.
- Experience with network practices for OT, including the Purdue model, NIST 800-82-R3, protocols such as Ethernet/IP, Modbus, DNP3, SNMP, PI connectors and OPC.
- Experience with human machine interfaces (HMI).
- Experience with real-time data historians.
- Experience with time-series alarm notification.
- Experience developing enterprise architecture databases.
- Experience implementing cyber security best practices in OT systems.
- Must have specialized training in operational technology applications or willing to obtain within 12 months of being hired.
- AVEVA PI system accreditations as needed or willing to obtain within 12 months of being hired.
- ITIL certification or willing to obtain within 24 months of being hired.
- Network+ certification or willing to obtain within 24 months of being hired.
- Valid NS driver’s license and access to reliable transportation on an ongoing basis.
- Must be willing to undertake and maintain mandatory safety training.
- Must be willing to undertake and maintain the following safety training:
- First Aid
- Globally Harmonized System (GHS) (Formerly WHMIS)
- Additional safety training as identified based on legislative and operational requirements
- Understanding of real-time & time-series data requirements for data management and analytics.
- A strong understanding of Windows/Linux environments.
- Ability to program in Ladder, Function Block, Structured Text, Sequential Function Charts, C/C++, Visual Basic and other programming languages as required.
- Ability to program Programmable Logic Controllers (PLCs), firewalls and other networking equipment. Understanding of the organization’s goals and objectives.
- Effective communication and interpersonal skills, with ability to communicate technical concepts to non-technical stakeholders.
