Primary Function

The SSE Advisor will assist the Manager of Safety and Security in ensuring regulatory compliance and effective implementation of Halifax Water’s integrated management system. The role will further assist with the maintenance, continuous improvement and promotion of Halifax Water’s safety and environmental sustainability culture and associated policies, procedures and best practices.

Duties & Responsibilities
  • Under the direction of the Manager of Safety and Security complete HW and contractor worksite and/or desktop audits and inspections and vehicle inspections (gate checks) to verify compliance with applicable OHS, Security and environmental regulations and Halifax Water's OHS and EMS Management System, including Safe Working Practices (SWPs) and Standard Operating Procedures (SOPs) (e.g. Motor Vehicle Inspection (MVI) Compliance and Commercial Vehicle Compliance), and the Occupational Health and Safety (OHS) Manual.
  • Assist in the preparation, delivery, maintenance and evaluation of training required for employees, contractors, and visitors as required, and verifying that records are maintained.
  • Conduct research, provide subject matter expertise and recommendations respecting Personal Protective Equipment (PPE), occupational health and safety/emergency response tools, equipment, supplies, and safety policies, standards, Safe Working Practices (SWPs) and procedures.
  • Assist with the screening of contractors with respect to HSE management systems, policies, standards, procedures and equipment.
  • Work closely with the Joint Occupational Health and Safety Committee (JOHSC), procurement, Designated Safety Representatives (DSRs), Supervisors and Foremen in resolving health, safety, security and environmental issues.
  • Conduct incident investigations and Root Causes Analyses, develop corrective and preventive action plans and follow up to ensure that they are implemented and effective in preventing recurrence
  • Assist Supervisors with the completion of Job Safety Analyses (JSAs), site hazard/risk assessments, conduct of pre-job toolbox meetings and the observance of SWPs and SOPs,
  • Form part of the Emergency Response Team as directed by the Incident Commander.
  • All other health, safety and security duties as required.

Minimum Qualifications

Education and Experience

Education:

  • Post-Secondary education in a related field with professional certifications in the area of occupational health and safety. Other suitable combinations of education and experience may be considered.
  • Must have, or be working towards obtaining, the Certified Health & Safety Consultant (CHSC) designation or equivalent.

Experience:

  • Five years of experience in an Occupational Health and Safety background with related experience in JOHSC, training, conducting risk assessments and audits. Previous education and experience will also be taken into consideration.
Other Requirements
  • Certified Health and Safety Consultant (CHSC) or working towards obtaining.
  • Canadian Registered Safety Technician (CRST) considered an asset.
  • Construction Safety Officer/Supervisor (CSO/CSS) considered and asset or working towards obtaining.
  • Trenching, Excavation, Fall Arrest, Confined Space and Lock Out Tag Out training and experience.
  • Certificate in a Train the Trainer Program/Adult Education considered an asset.
  • Certification as an auditor considered an asset.
  • Previous education and experience operating and/or instruction in the safe operation of heavy equipment.
  • Must not have been convicted of any criminal offence that would reflect negatively on the security profession or impact the ability to obtain required certification.
  • Must have a valid NS driver’s license.
  • Must complete and pass a security background check.
  • Must be willing to undertake and maintain the following safety training:
    • First Aid
    • Globally Harmonized System (GHS) (Formerly WHMIS)
    • Additional safety training as identified based on legislative and operational requirements
Knowledge, Skills and Abilities
  • Familiar with pertinent legislation and regulations and liaison with government officials as required.
  • Demonstrated experience liaising with regulators.
  • Previous experience either coaching or chairing a Joint Occupational Health and Safety Committee (JOHSC)
  • Strong working knowledge of the entire spectrum of health and safety.
  • Knowledge of the Occupational Health and Safety Act and applicable regulations.
  • High degree of confidentiality.
  • Excellent leadership, motivation and interpersonal skills.
  • Demonstrated ability to communicate effectively, both orally and in writing.
  • Demonstrated ability to work in a team environment to accomplish organizational goals.
  • Thorough knowledge of organization and reporting relationships.
  • Experience in software maintenance and understanding of network systems.
