The Senior Manager, Asset Management and Capital Planning, reporting to the Director, Engineering & Capital Infrastructure, leads Halifax Water’s Asset Management practice and Capital Planning functions. They lead a team of professionals who are responsible to ensure that Halifax Water undertakes the appropriate regional planning and asset analysis to enable Halifax Water to sustainably meets the demands of growth, compliance, and asset renewal. They are a key advisor to the executive leadership team and Halifax Water Board on matters of regional planning, asset management and capital budgeting. They are responsible for guiding a capital budgeting process that is consistent with the Integrated Resource Plan (IRP and meets the requirement of the Halifax Water Board and Nova Scotia Regulatory and Appeals Board (NSRAB).
You will be responsible for your personal safety and that of your co-workers by observing all Occupational Health and Safety Rules and Regulations and Halifax Water’s Occupational Health and Safety Program Manual.
- Lead the development of Halifax Water’s Asset Management practice. Responsible for developing AM practice to a state of full maturity consistent with a current AM road map and the Halifax Water AM policy. Ensure that Halifax Water develops an annual AM plan.
- Lead the development of Halifax Water’s Integrated Resource Plan (IRP). Facilitate the participation of interested parties and Halifax Water department representation.
- Lead the annual development of Halifax Water’s 1 year and five-year capital budgets as well as the approval by the Halifax Water Board and submission to the NSRAB.
- Maintain responsibility for the initiation process for all Halifax Water infrastructure and facility capital projects. Ensure all required projects have charters and projects plans and are consistent with the IRP and/or Halifax Water’s No Regrets/Unavoidable needs policy. Ensure all capital projects can be demonstrated as prudent expenditures to the NSRAB.
- Maintain metrics, scorecards and dashboards, to track and monitor Halifax Water’s execution of the current IRP, including Halifax Water’s 1 year capital budgets year over year.
- Lead the operation of Halifax Water’s flow monitoring and condition assessment programs for all asset classes. Develop and maintain a roadmap to cost effectively grow the program to consistency with industry best practice and NSRAB requirements.
- Ensure that Halifax Water has current and calibrated hydraulic models for water, wastewater and stormwater systems. Ensure models are available for use by Halifax Water staff and consultants. Develop a service catalog for use of models by other Halifax Water users. Work with the Senior Manager, Information and Technology Services to develop water and wastewater digital twins.
- Make presentations to and appear before the Halifax Water Board, the NSRAB and Halifax Regional Council.
- Maintain relationships and dialog with Halifax Regional Municipality planning staff and other agencies and utilities involved in regional planning.
- Ensure that planning studies required for or resulting from the IRP and RDC are executed in the required schedule.
- Support organization objectives in line with Halifax Water’s 5-year strategic business plans.

Minimum Qualifications
Education:
- Post-secondary degree in Civil Engineering with Professional Engineer designation. Other engineering disciplines may be considered.
Experience:
- Minimum seven (7) years of progressively responsible related experience in a municipal engineering field including direct supervisory experience.
- Must be eligible for membership in the Association of Professional Engineers of Nova Scotia.
- Must have or obtain Certified Asset Management Professional (CAMP) designation.
- Must have a valid NS drivers’ license
- Must be willing to undertake and maintain the following safety training:
- First Aid
- Globally Harmonized System (GHS) (Formerly WHMIS)
- Additional safety training as identified based on legislative and operational requirements
- Thorough knowledge of Provincial Acts, Water Utility Regulations, By-Laws and Policies.
- Thorough knowledge of engineering principles and practices, policies and regulations relating to municipal water system infrastructure.
- Thorough knowledge of national, provincial and municipal engineering procedures, standards, specifications and guidelines.
- Expertise in developing engineering solutions to municipal infrastructure problems.
- Excellent leadership, motivational and interpersonal skills.
- High level of initiative and ability to achieve results through staff.
- Demonstrated ability to manage change.
- Demonstrated ability to communicate effectively, both orally and in writing.
- Demonstrated ability to work closely and effectively with a broad range of publics including consultants, developers, regulators, elected officials and government representatives.
- Strong consultative and negotiation skills.
- Strong skills in municipal engineering computer applications are essential.
Salary Band: ENG 6 ($132,681 to $165,851 annually)
