Primary Function

The SSO/CSO Program Manager, is an integral team member working under the direction of the Manager, Data Engineering to manage the delivery of the Combined Sewer Overflow (CSO) and Sanitary Sewer Overflow (SSO) Management Program. This role involves project management oversight, coordinating data information requests, managing project schedules and budgets, liaising with stakeholders, and ensuring the successful implementation of the program. 

The SSO/CSO Program Manager will work cross-functionally with other teams and departments at Halifax Water to identify and implement the required data collection, quality monitoring, and reporting processes required to meet regulatory compliance and improve infrastructure planning.
 

Duties & Responsibilities
  • Provide both program and project management for the SSO and CSO Management Program, including overall program management, managing project scope, schedule, budget, quality, risk, and reporting.
  • Coordinate, prioritize, and manage tasks to meet program objectives and regulatory reporting requirements.
  • Engage and coordinate cross-departmental project teams to influence buy-in and behaviors to meet program demands and objectives.
  • Coordinate the review of Halifax Water infrastructure and operational data to identify and quantify SSO and CSO occurrences, including reporting findings to internal interested parties and any annual filings with the Utility and Review Board.
  • Prepare and manage the annual capital budgets for activities for the program.
  • Coordinate investigations and studies arising from the program that are not otherwise assigned to a different departmental team within Halifax Water.
  • Monitor and report on the implementation of program recommendations, tasks, and program objectives. assigned to other teams and departments within Halifax Water, including review and tracking of capital budget and spend.
  • Oversee reviews and performance evaluations of facilities to determine root causes of overflows.
  • Maintain an awareness of existing and emerging relevant federal, provincial, and municipal regulations and guidelines and ensure that program objectives remain in alignment with the regulations.
  • Keep informed with current trends in the field, scientific studies and technical journals related to overflow management.
  • Apply wastewater, and stormwater experience and with the support of the Manager, Data Engineering, use engineering judgement to guide program decisions.
  • Create and maintain a decision document or library of key decisions made by the program.
  • Take a leadership role in various Halifax Water committees relating to combined and sanitary sewer overflows.
  • Work with consulting and contractor partners.
  • Participate in a variety of management activities including hiring, performance management, discipline, budgeting, safety and labour relations matters.
  • Perform other related duties as assigned.
     
Reporting Relationships

Reports to:    Manager, Data Engineering
Indirectly Supervises:    

  • Engineers, technicians, analysts, and other staff as assigned from time to time.
  • Consultants and contractors.
     

Minimum Qualifications

Education and Experience

Education:

  • Post-secondary degree in Engineering (civil, municipal, environmental, or equivalent) with Professional Engineer (P. Eng.) designation.

Experience:

  • Five (5) years’ progressively responsible related engineering experience with a focus on municipal engineering, long-term infrastructure planning, or asset management, and experience participating in or coordinating multi-disciplined teams.
  • Experience with combined sewers, overflow reduction, and inflow and infiltration reduction issues and project management in areas of planning, designing, and implementing capital projects for municipal systems.
  • Experience working with or leading multi-disciplined teams for strategic initiatives.
     
Other Requirements
  • Must be eligible for membership with Engineers Nova Scotia as a Professional Engineer (P. Eng.)
  • Must be willing to undertake and maintain the following safety training:
    • First Aid
    • Globally Harmonized System (GHS) (Formerly WHMIS)
    • Additional safety training as identified based on legislative and operational requirements
       
Knowledge, Skills and Abilities
  • Knowledge of Federal and Provincial Acts, Water Utility Regulations, By-laws, and Policies.
  • Knowledge of engineering principles and practices relating to municipal wastewater, and stormwater system infrastructure.
  • Knowledge of national, provincial, and municipal engineering procedures, standards, specifications, and guidelines.
  • Demonstrated experience working on strategic programs.
  • Excellent leadership, motivational and interpersonal skills.
  • High level of initiative and ability to achieve results through effective management and interaction with staff.
  • Experience working on infrastructure planning, municipal engineering, and asset management programs and activities.
  • High level of initiative and ability to work independently.

  • Familiarity with engineering software including hydraulic modelling and ArcGIS.

 

ENG 3 Salary Band $100,800 to $126,000 Annually
