The Wet Weather Program Manager is responsible for overseeing Halifax Water’s rainfall derived inflow and infiltration (RDII) reduction and sewer separation programs and other wet weather management initiatives. They are responsible to play a leadership role in the strategic planning and implementation of these programs for the wastewater and combined systems. They will work cross-functionally with other teams within Engineering and Capital Infrastructure, Environment, Health and Safety and Operations to set and achieve wastewater and combined system flow reduction to support general operation of the systems and strategic goals of the Integrated Resource Plan (IRP).
- Provide overall management and leadership for Halifax Water’s wet weather programs (RDII reduction, sewer separation programs and other wet weather management initiatives) including development of program framework, supervision of staff, and prioritization of work activities.
- Responsible for the preparation and management of the annual capital budgets for the programs to align with the strategic plans identified in the IRP and operational needs.
- Responsible for the preparation of annual reports, presentations, funding requests and other related documents for Halifax Water staff, the Halifax Water Board and the Nova Scotia Utility and Review Board.
- Organize and execute meetings, workshops and other engagements to facilitate regulatory approval processes and promote expectations of the programs in alignment with Halifax Water’s strategic plan.
- Establish and maintain appropriate program reporting requirements to identify wet weather sources, recommend cost effective rehabilitation strategies to achieve reduction goals and align with Halifax Water’s IRP.
- Work collaboratively across all departments with internal staff to promote Halifax Water’s wet weather initiatives and prioritize inspections, education and rehabilitation measures.
- Provide direction and framework to staff for the prioritization of sanitary sewer evaluation survey (SSES) activities including but not limited to flow monitoring, CCTV inspections, visual inspections, smoke testing, public side cross connection investigations, private side investigations and other methods of wet weather source detection.
- Prioritize and coordinate the delivery of capital projects related to RDII reduction, sewer separation programs and other wet weather management initiatives.
- Build and maintain professional relationships and participate in industry seminars, conferences, and events to stay updated on the latest knowledge, technologies, and strategies. Gather and disseminate relevant information to foster continuous improvement and innovation within the organization.
- Participate in a variety of management activities including hiring, performance management, discipline, budgeting, safety and labour relations matters
- Other duties as assigned.
Reports to: Manager, Infrastructure Planning – Wastewater and Combined Systems
Supervises: Data Analyst, Engineering Technologist and other staff as assigned.
Minimum Qualifications
Education:
- Post-secondary degree in Engineering (civil, municipal, environmental, or equivalent) with Professional Engineer (P.Eng.) designation.
Experience:
- Minimum five (5) years’ engineering experience with a focus on municipal infrastructure, data review and analysis, and report writing.
- Direct supervisory experience considered an asset.
- Experience with inflow and infiltration and project management in areas of planning, designing, and implementing capital projects for municipal systems.
- Experience working with or on multi-disciplined teams for strategic initiatives.
- Must be eligible for membership in the Association of Professional Engineers of Nova Scotia.
- Must have a valid NS drivers’ license.
- Must be willing to undertake and maintain the following safety training:
- First Aid
- Globally Harmonized System (GHS) (Formerly WHMIS)
- Additional safety training as identified by the position requirements
- Strong understanding of municipal water, wastewater, and stormwater systems.
- Thorough knowledge of Provincial Acts, water utility regulations, By-Laws, and Policies.
- Thorough knowledge of engineering principles and practices, policies and regulations relating to municipal water, wastewater, and stormwater system infrastructure.
- Thorough knowledge of national, provincial, and municipal engineering procedures, standards, specifications, and guidelines.
- Expertise in developing engineering solutions to municipal infrastructure problems.
- Excellent leadership, motivational and interpersonal skills.
- High level of initiative and ability to achieve results through staff.
- Demonstrated ability to manage change.
- Demonstrated ability to communicate effectively, both orally and in writing.
- Demonstrated ability to work closely and effectively with a broad range of public stakeholders including consultants, developers, regulators, elected officials and government representatives.
- Strong consultative and negotiation skills.
- Strong skills in municipal engineering computer applications are essential
ENG 3 Salary Band $100,800 to $126,000 Annually
