As part of our ongoing commitment to engaging our interested parties, Halifax Water is hosting engagement sessions with the local development community. Our goal is to foster open dialogue with developers about Halifax Water's Regional Development Charges (RDC).

2026 Engagement Session

Halifax Water will be hosting a series of interested parties engagement workshops for the Regional Development charge (RDC). The first session is scheduled for April 10th, 2026, from 10am to 11:30am. The agenda is posted below. The online workshop will be recorded and posted to Halifax Water - YouTube channel for those that cannot attend. 2025 Engagement Sessions

August 2025 Update

Halifax Water has provided the below spreadsheet, as a zip file, RDC 2025 July Update, to inform the Financial Status Report Update for the Nova Scotia Regulatory and Appeals Board. This spreadsheet represents the most recent version of the annual update and is NOT part of an application. The information is shared so that interested parties are aware, as Halifax Water will be resuming engagement regarding model inputs in the near future.

March 21, 2025 Update

Halifax Water recently applied for funding under the Canadian Housing Infrastructure Fund. The intention of the funding would be to offset growth-related infrastructure costs.

If the application is successful, one requirement is that the RDC remain frozen until either November 2026 or April 2027, pending input from the Federal Government.  Since this could impact the ability to update the RDC and adjust the formula for determining all rates, we requested an extension to the filing date until there is an announcement on the successful projects.

The NSUARB allowed the deferral.

We will continue to share the updates to the current infrastructure lists, associated updated costs, Benefit to Existing methodologies and amounts by component, continue dialogue on options around the ICI calculations and address other inputs and concerns raised in our workshops to date.

We will provide an updated schedule on when these items will be made available and potentially future workshops or feedback requests.
