Primary Function

Under the general supervision and direction of the Manager, Safety & Security, the Electrical Safety Program Manager collaborates with Halifax Water (HW) senior management, the Technical Services Department, and the Electrical Safety Steering Committee (ESSC) staff across the organization to develop, coordinate, implement, monitor and continuously improve the HW Electrical Safety Program, including electrical and mechanical Lockout/Tagout and low and high voltage equipment to ensure the safety and well-being of individuals, employees and contractors related to electrical safety at Halifax Water. 

Duties & Responsibilities
  • Working with high level oversight from the Electrical Safety Steering Committee (ESSC), review, develop, update, and continuously improve the Halifax Water Electrical Safety Program (ESP) policies, procedures, and practices to reflect changes to codes, standards, and best practices to mitigate electrical, arc flash, equipment isolation and related risks in HW’s operations.
  • Identify, assess, and address electrical hazards across the organization and institutionalize safe work practices across all HW facilities in alignment with CSA Z462 and CSA Z463 standards.
  • Develop, maintain, coordinate and manage the day-to-day operations of the ESP, including mentoring, providing guidance and support to departments and units on the ESP and the integration of safety into daily operations, while escalating issues as required to the ESSC.
  • Maintain documentation and report on electrical compliance, incident tracking and continuous improvement, and report to the senior management team and the Electrical Safety Steering Committee on the progress and performance of the ESP.
  • Liaise with external parties, such as the regulators, contractors, and suppliers, on the electrical safety program, ensuring the ESP is compliant with applicable electrical safety standards, acts and regulations.
  • Conduct inspections, audits, hazard analysis, and electrical risk assessments for the purpose of identifying and mitigating electrical hazards, including arc flash studies.  Implement associated corrective actions and hazard mitigation measures, as required. 
  • Identify electrical and other personnel qualification and training needs related to electrical safety, including arc flash hazards, lockout/tagout of electrically energized/dynamically activated equipment and associated PPE requirements.
  • Investigate electrical incidents, near misses and safety violations to determine root cause(s) and recommend corrective actions.
  • Deliver training and coaching to employees and groups as required on electrical safety procedures, PPE use and emergency response.
  • Participate in the Integrated Management System (IMS) approach to deal with electrical safety, including installations, operations and maintenance. 
  • May perform other related duties as assigned.

Minimum Qualifications

Education and Experience

Education:

  • Diploma in Occupational Health & Safety, Electrical Engineering Technology, or Industrial Electrician.  A combination of education and experience may be considered.

Experience:    

  • Minimum of 5 to 7 years of experience in electrical safety, electrical engineering, or industrial safety roles and developing, implementing, auditing and improving electrical safety programs in compliance with the Canadian Electrical Code, CSA and Provincial Electrical Safety Standards.
Other Requirements
  • Certification as associated with education: Canadian Registered Safety Professional (CRSP), Certified Health and Safety Consultant (CHSC), Certified Engineering Technologist (CET), or Industrial Electrician under Nova Scotia Apprenticeship and Trades Qualifications Act.
  • Valid Nova Scotia Driver’s License
  • Must be willing to undertake and maintain valid the following safety training:
    • First Aid
    • Globally Harmonized System (GHS) (Formerly WHMIS)
    • Additional safety training as identified based on legislative and operational requirements.

  • Ability to lead and collaborate with multidisciplinary teams.
  • Demonstrated ability to work closely and cooperatively with a broad range of stakeholders and agencies, including government, non-government, non-profit, public sector, regulators, suppliers, consultants, contractors, lawyers, insurers, and the public at large.
  • Excellent communication, organizational, and problem-solving skills.
  • Thorough knowledge of federal, provincial, municipal and other Electrical Safety regulations, procedures, standards, specifications and guidelines.
  • Excellent leadership, motivational and interpersonal skills.
  • Experience managing budgets and programs.
  • Demonstrated ability to manage change.
  • Demonstrated ability to communicate and interact with others effectively, both orally and in writing.
  • Strong consultative and negotiation skills.

 

Non-Union Salary Band $95,021 to $118,776 annually
