Primary Function

Perform technical duties to support programs, practices, projects, and service standards, consistent with corporate objectives  of the Engineering and Capital Infrastructure Department. Key functional areas include wet weather management, capital project planning and asset management.

You will be responsible for your personal safety and that of your co-workers by observing all Occupational Health and Safety Rules and Regulations and Halifax Water’s Occupational Health and Safety Program Manual.
 

Duties & Responsibilities
  • Perform duties in support of corporate objectives and programs and service standards including research, inspections, calculations, data collection and analysis, reporting and document preparation.
  • Perform review and analysis of historical and current operational information related to system performance, including but not limited to data from Halifax Water’s computerized maintenance management system with respect to work orders, service standards and developmental support of capital project planning.
  • Perform review and analysis of historical and current information related to inflow and infiltration (I/I) investigations, research, calculations, reporting and document preparation to support wet weather management program and capital project planning. 
  • Coordinate Sanitary Sewer Evaluation Surveys (SSES) including but not limited to flow monitoring, CCTV inspections, visual inspections, smoke testing, system investigations/repairs and other methods of I/I source detection.
  • Review engineering drawings, specifications, and other related material in support of capital project planning and design.
  • Prepare technical reports, studies and applicable Standard Operating Procedures relating to corporate objectives, including but not limited to engineering studies and design.
  • Identify capital project requirements in preparation for the annual and five-year capital budget development as it relates to capital project planning
  • Liaise with other Halifax Water departments, external consultants, contractors, and other related agencies as required.
  • Perform such other related duties as may be assigned.

Reports to:    Manager, Infrastructure Planning or as assigned

Minimum Qualifications

Education and Experience

Education:

  • Civil Engineering Technologist Diploma, or equivalent related engineering courses

Experience:

  • Minimum of five years of related experience working within a municipal engineering environment (water, wastewater& stormwater infrastructure and servicing).
Other Requirements
  • Registered member or eligible for membership in TechNova as a Certified Engineering Technologist (CET).
  • PACP, MACP & LACP Certifications (to be obtained upon employment).
  • Must possess a valid Nova Scotia Drivers’ license.
  • Must be willing to undertake and maintain the following safety training:
    • First Aid
    • Globally Harmonized System (GHS) (Formerly WHMIS)
    • Additional safety training as identified based on legislative and operational requirements
       
Knowledge, Skills and Abilities
  • Knowledge in the area of municipal water, wastewater, and stormwater infrastructure.
  • Computer knowledge and proficiency in software utilized in engineering and asset management applications such as computerized maintenance management systems (CMMS).
  • Knowledge of specifications, codes and legislation relating to municipal water, wastewater & stormwater systems.
  • Strong analytical skills with emphasis on infrastructure asset management, data collection and analysis, and system performance monitoring.
  • Skills in database principles & management and project coordination.
  • Familiarity with flow monitoring, rain gauging, I/I investigative techniques (CCTV inspections, visual inspections, smoke testing and other data gathering techniques.)
  • Demonstrated ability to communicate effectively, both orally and in writing.
  • Demonstrated organizational skills.
  • Demonstrated ability to manage change.
  • Excellent customer service skills and the ability to establish and maintain effective working relationships.
  • Familiarity with asset condition assessment procedures, visual infrastructure inspections, and other data gathering techniques.
