Upper Hammonds Plains Water System Upgrades

Project Overview
 

This project is being undertaken to address gaps in the existing water system’s ability to provide reliable fire protection. Built around 1998, the current system no longer meets modern standards and is experiencing ongoing issues with low water pressure and a limited number of hydrants. Upgrading the system will ensure adequate fire protection, improve service reliability, and support future development, while leveraging cost-shared funding from the Province and Halifax Regional Municipality to move the design work forward.

Background and Progress to Date

To date, the project has been delivered in phases to improve fire protection and water system performance along Pockwock Road.

  • Phase 1, completed in October 2025, included the installation of eight new fire hydrants between 377 and 719 Pockwock Road to address hydrant spacing concerns and enhance emergency response coverage.
     
  • Phase 2 is currently underway and focuses on resolving low water pressure issues between 719 and 1246 Pockwock Road, as well as along Anderson Road and Anderson Court, with completion anticipated in July 2026. This phased approach has allowed for early improvements while advancing longer-term system upgrades.
Moving Forward - Overview and Project Scope

Halifax Water has awarded the design phase of this project to WSP, which includes the following scope of work:

  • Review of the existing 150 mm diameter watermain from 719 to 1246 Pockwock Road (approximately 2.4 km), as well as Anderson Road (approximately 1.1 km) and Anderson Court (approximately 0.23 km). Using a previously completed hydraulic model, along with information from HRM regarding future development and service boundary expansions, the consultant will assess and recommend upgrades required to meet fire flow specifications.
     
  • Review of the existing 200 mm diameter watermain from 377 to 719 Pockwock Road (approximately 1.6 km) to determine whether upgrades are necessary.
     
  • Analysis of the existing booster station to determine if improvements are needed to support required fire flows and accommodate future growth.
     
  • Deliverables will include final design drawings and detailed cost estimates.
